Is retirement a permanent thing or can you become active again?

Depends. It could be either depending on the circumstances. Ban is often permanent. Self-retirement can be either.

Retirement

Generally, though, if you plan on temporarily putting the character on the shelf and want to continue playing it down the line, it's better not to retire it since the retirement itself suggests you're done playing the character. As a rule of thumb, don't retire unless you really are planning on letting the character lie.

Of course, you can always change your mind down the line. But, don't ask for your character to be retired if you already plan on bringing them back out of retirement later.
