I am currently writing a flashback thread with my character. There are a few NPCs that I want my PC to interact with, but I am only using them for this thread so I'm wondering whether I still need to get them approved if they are not major roles. They're not city-created NPCs either, just some random citizens that Savos talks to and interacts with. I apologize in advance if this information was already somewhere in the lore, but I don't think the lore page on NPCs fully answered my question so I'm asking here
