Can other people see a Chaktawe's guardian besides the Chaktawe, his/herself?

The wiki isn't really clear on this, and I've had it so that Yoona its the only one who can see Ruki, her guardian. But can other people see him?

Can guardians maybe decide who they show themselves to?

Lol, I know. I was just checking for general clarification. And wondering whether they could choose whether or not to show themselves to other people or not.
