One would almost guess that they are cities that either reject the very concept of law and order, or may even house the very SEAT of the God of Chaos!

Yes... conjecture. Pure speculation one might say. Who could really indicate to a reason?

Much like it is possible, however slight the possibility, that the reason for so few recruits from Syliras might be due to its abnormally high number of Knights. Order obsessed Knights one might say?

Ah, but I get ahead of myself, merely guesswork? Isn't that right Ino, dear?

For me to say that was "true" would be to impose a very Syliran-like level of self-righteous judgementalism, and I would not suffer to expose myself to such a reproach.

However, I will say that random circumstances I have occasionally observed would serve to justify that as a speculative opinion.

One could conjecture that there might be those in Syliras who would not be averse to assisting the interests of certain factions but aren't going to actively chase them down to do so.
