as of this season, Dominion can be learned from select NPCs around Mizahar. Since this budding form of magic is still very much a novelty to the world, Storytellers will have to create or update these NPCs before they can be used, and they may not exceed the Competent level. Also, whether they are available for teaching depends on your local Storytellers.
I would ask Storytellers not to create these NPCs in every city just yet, as I would like for this magic to develop gradually. Dominion was discovered in Nyka by Ialari. The gods have since machinated to make these secret instructions available to certain NPCs. Some may have found scrolls on their doorstep. Others were told how to use Dominion by their patron deity, and so on.
Dominion still can't be taken as part of a Starting Package. I think the current ruling will remain in effect for a few seasons before it is further relaxed as Dominion spreads. And yes, I fully expect this to alter the balance/status quo in a few places.
