You have to gain Founder's Permission in the HD, but in my opinion, it would be very, very, unlikely, bordering on impossible.

There are Otani characters out there which isn't a normal race. So it is as Radiant said. :)

I've asked Tarot before if PC Wailers were possible. He said that, for all intents and purposes, they wouldn't be playable because even though they adopt themselves into local communities, they still have monster mentalities. Though he did say that it could be possible for a person to play one, but that it would take a very very good reason and a lot of convincing.

Imagining a Journeyman PC, I see the reason for them not being allowed. Constantly hunting and killing other PC's would be a rather large problem. :)

And that kind of behavior would result in very few players wanting to thread with them, powergamers, so it's moot.
