Details on self-mod location NPCs

I'm not sure what self-mod does and does not include in regard to non-personal NPC use. The wiki doesn't detail the limits for use on publicly available NPCs (or even mention self-mod NPCs), and although the Syliras Master NPC List includes a few commoners employed by other NPCs at certain locations, it's far from a complete, all-inclusive list.

Here's the two main questions I have:
1. Can a player create temporary, non-personal location NPCs in a declared self-mod location, such as guards at a gate or various employees in an NPC business? Or is it limited to the NPCs that are listed/mentioned?
2. (Provided #1 is true) Can a player make up their own names for created temporary location NPCs, esp. in an establishment that would have many employees? Or should they remain nameless?

Here's what I (think I) know, and how I think it pertains to self-mod location NPCs:
    As per the wiki:
      3. NPCs should never be the focus of a story. (Although location NPCs may outnumber the player, they should remain supporting characters)
      4. NPCs should never give the player unfair advantage. (Unless a mod is playing the NPC or otherwise approves, no amount of flirting or negotiating will get you a discount...I think. Does it depend on how much of a discount?)

1. I don't think you can make temporary non-personal NPCs. You are welcome to make temporary personal NPCs, in the case you need an NPC for more than two or three threads. You are also welcome to make location NPCs if you think the rest of the city could benefit from the NPC you would like to use. This is usually up to the ST in charge if they choose to accept it and include it in the location or not, of course. If you don't plan on making an NPC but would like to not use the NPCs listed, they should remain nameless, so that they don't become too much part of the story.

2. Although you cannot make temporary non-personal NPCs, if you wish to make a personal or location NPC you are welcome to name them, pick out their skills (within the limits), and write a short background/personality blurb for them so that other players may use them (if you are submitting a location NPC).
