Dead NPCs

I'll post this here becuase no one in chat was quite sure, and I am sure people would appreciate the question being public:

Goss said that dead NPCs we can make ourselves and they can have no more than three skills at competent. Does that mean we can create them with more than 30/50 skill points like city NPCs?

They can have three competent skills total. They can't have any other skills. That means they can be anywhere from 26-49 points per skill in three skills... nothing more nothing less. They don't need approval. I'm sick and tired of approving DEAD NPCS that are meaningless really except in flashbacks for PCs over and over and over again in the HD. Folks don't want many or any at all current NPCs because of the support. They'd much rather have them all be useful but dead.
