Ready for judgement.

A note about housing. I asked Gossamer about how housing works in Syka and, if I understood that right, I was to make sure I had a tent even if I took the housing package (which I did), because the settlement has a limited number of buildings to go around, and that I could then later build my own housing package house with some local help. I marked this according to my best judgement but let me know if I should mark it differently.
