⥼ [1st-15th] The weather is unusually dry for the season, and many find rodents and pests within their homes increase as animals attempt to find water and evade the heat. The water levels are too low for most of the larger ships to reach the docks, although regular business is resumed with the help of fishing boats to help people get to and from their ships.
⥼ [16th-55th] There is little variation in the weather and the sweltering heat has become a serious problem. Animals must be kept inside and extra water must be given. Fights are more common and work slows considerably during the day time as many cannot stand the heat. It becomes increasingly common to see the docks near empty during the noon hours of the day. Many animals from the mountains have made their way to the water front in an attempt to find water or perhaps because of madness. It becomes dangerous to get too close to the base of the mountains.
⥼ [56th] Makutsi has seemed to answer the prayers of the people and the sky suddenly releases a massive downpour of rain with very little lightning or thunder. At first it is a blessing, then it is a curse.
⥼ [57th-60th] Flash floods come down from the mountain sides, flooding buildings on the outskirts of the city and pouring debris into the streets.
⥼ [60th-80th] After the brief cooling of the rains, the heat returns, although with less intensity. For the rest of the season, temperatures do not get so high, but the people are still seeing the effects of the lack of Winter on the Summer season.
⥼ [80th-92nd] The last few days of the season begin to cool down to a more reasonable temperature, storm clouds race over the city, but the Bay does not experience any more rain this season.

Events
Maria Satterthwite
Due to Zeltiva’s extended closure, some things have happened in the city during the past few years that would impact all citizens. First is the passing of Maria Satterthwite. Although she has long since been out of the public eye since the election of Ignotus Everto, Sattterthwite was one of the few Lord Councilors who dared stand up to the City Council. During the famine of the Spring of 517AV, she passed away painfully and quietly due to the flu which was worsened by starvation and lack of medical help. Since medical help is free to all, and food is rationed to qualifying citizens, so it is an odd death for those who paid attention.
Lile Frithisen
A new Lord of Council was elected by the people in Spring of 518AV, and her name is Lile Frithisen. She was the wife of a Gracey who was running for Lord of Council, and daughter of a commoner. No one expected her win, but she has been comfortably ruling from the seat of the Lord of Councilor since. She is known to be warm and familiar with the people. She takes her job very seriously and diligently works to favor the general Zeltivan populace as best she can, although she is not as vocal about the corruption of the government as Satterthwite was, and so many believe she will prosper so long as she does not disrupt The Council.
Lile Frithisen is also a smart woman who pays attention to what she can and cannot do as a result of the longstanding corruption of the Council. Due to Zeltiva’s nature of relying on trade and merchant relations with other cities, many have found little use for the old and outdated Nilo. Mizas regularly flood the economy and are used just as commonly, if not more. As her first and most notable bill she drafted once seated as Lord of Councilor, in Spring of 518AV, is to do away with the Nilo. Over the course of 518AV, Frithisen was successfully able to transfer Zeltiva’s economy to rely solely on Mizas, as it essentially already did. No businesses will still accept the Nilo, and the Custom’s Office is still taking Nilo as exchange for Mizas. This initiative increased the people’s faith in her ability to pay attention to their needs, and assured the Council that she understood her place was not to question the authority of the Council, but to serve the people under the constraints given to her. At least, that was the impression given thus far.

Denvali Quarter
Although the Council saw Lile Frithisen’s first year as Lord of Council to be proof that she would be an easy puppet to control, albeit an active leader, they no longer think that. With renaming of the Old Quarter to the University Quarter, she was able to find wording that allowed for the Denvali Quarter to vote for a representative, a right previously unafforded to them. Due to the long standing corruption of the Council of Zeltiva, large factions within the city have made tradition out of electing one of their own members as councilor. The Sailor’s Guild and Board of Regents are enraged, as they have no hold to power in the Denvali Quarter. The Council believes it is Frithisen’s attempt to grab power. Anything presented to the Council is carefully scrutinized from here on out.
Famine
Although not an unusual event in Zeltivan history, occurring every few years, famine has been frequent since the disappearance of Morwen. The winter did grow cold enough for the Kelp farms to grow at the rate that Zeltivans are used to, and a hot Spring brought early dormancy. Ration chips are passed out, and tensions are high as Zeltivans grow protective over food once again. Ration chips are small wooden coins with the official city seal and the citizen’s address carved into it. Families and individuals are allotted a certain amount of food per day and must pick up their rations from the fish market, where their rations are cataloged by the city sigma being burned into the day’s slot.
A typical sight at the beginning of famine, The Chronicle begins to keep a running report of found ration chip forgers and food thieves. Their names are listed, and it is announced that their tongues are to be removed the next day at the Mathew’s Keep. On the first day, eleven tongues are removed. On the second, only nine. Within thirty days, the number of reports of forgers and thieves dwindles significantly. The last half of the season finds virtually no more food thieves or ration chip forgers, or at least not enough to require the Chronicle to continue reporting.

⥼ [2nd] Wald Wainright and Yvette Mercer are married, a large ceremony is held at the Saville, which has been specially decorated for this event. Although open to any who bring a gift, the attendance is small, on Yvette's request.
⥼ [17th] The Light Show Theater hosts a romantic play featuring the beloved Agnes Fortheringhay’s voice.
⥼ [20th] As the heat begins to become unbearable, many take up building shrines to Makutsi in their windows and balconies, begging for rain and relief from the weather. She seems not to be answering. The Center of Healing sees an increase in dehydration patients.
⥼ [31st] By this date an uncomfortable amount of people have lost their tongues and ration chips. Food thievery significantly decreases after this.
⥼ [46th] A pod of manatees is found near the Denvali Quarter. This is worrisome because manatees are usually only found in the Bay during winter, but have been absent in most recent winters. Many think Morwen’s disappearance has confused their migrating patterns, others fear they are hiding from something out in the oceans. The Melroy Witch asks for help ensuring they stay cool enough to survive the summer.

Word of this update quickly spreads and many from the Denvali Quarter flock to the Office of the Lord of Council to read this bill for themselves.
⥼ [55th] A parade originating in the Denvali Quarter is sent through the city, reaching all the way to the Ancient Quarter before dispersing. Only Denvali seem to be hosting the parade, but anyone who supports their recent acquisition of rights is welcome to celebrate with them, and many do. It appears the people have a favorable opinion on this update.
⥼ [60th-on] Architects, construction workers, and laborers work diligently to clean up the flooding. Few buildings are damaged and no one was killed, although the Center of Healing is caring for the injured.
⥼ [75th] The Martial Society hosts an unarmed combat tournament for new and interested members. One must only find their way to the headquarters and pay a 10 gm fee to apply. Contestants fight in rounds until they are either no longer standing or have forfeited a round. The winner receives a weapon from Vell’s valued at 50 gm or less. Technically, there are no deaths.
