UPDATE: As of Spring 517, all CEB business will be handled by the Citizen Registration Office.


Located in the City Center in relatively close proximity to the Vitrax is The Center for Employment and Business Licensing. A building of medium size and built much like the rest of the structures in Ravok, the Center, also referred to as the CEB, is the central location for all things business. It is operated by high ranking members of the Ebonstryfe tasked to oversee all matters of civilian business and employment within the city.

If one wishes to establish a business in Ravok, the must seek the permission of the CEB and abide by its rules. If one wishes to attain some form of employment within Ravok, they must register with the CEB. This may be done at the CEB or is done automatically when someone is granted a job directly by a business owner. While outsiders may consider the CEB as an extreme form of order and control; ironic in a city controlled by the God of Chaos, it should be noted that it is The Voice who oversees the majority of all official operations within Ravok is quite organized and focused.

For those wishing to establish a business, the CEB also can give out small business loans.

Inside the CEB, visitors are directed to one of a handful of desks where officials can answer questions and help citizens gain employment or start their own business.

Procedures
Secret :
All who seek employment, be it with an established business or as an independent, must register with the CEB in order to operate within the city. While employment may be gained directly from established business operators, those businesses are required to report employee information to the CEB for record-keeping.

Employment
Not all types of employment can be tied to a building or a business. Occupations such as mercenary, hunter, fisherman, performer or fortune-telling, just as examples, can still be found through the CEB. Individuals may be granted permission to operate in such jobs via the CEB which also helps set the person up with potential contacts who can pay for goods and services rendered. Government contracts for such occupations may also be found through the CEB. (See a Ravok Storyteller for more details)

Business License
Those seeking to start a business in Ravok must go through the CEB. A proposal must be submitted and reasons must be given as to why such a business is needed in Ravok. Space is limited in Ravok thus new construction is allowed only on occasion. Most new businesses are established in used and/or low quality structures. While not all may like this fact, it does offer the chance to start a business for less mizas than new construction.

While there are not established guilds per say, new business owners may be required to answer to larger, more influential merchants if their businesses offer similar goods and services. This usually involves new merchants being influenced by the larger ones in ways such as being required to sell certain items or services in the new business that are related to the larger merchant. For example, a tavern started on the docks may be required to offer free drinks to certain members of the Nitrozian family and their employees in exchange for being allowed to operate in that part of the city. Contact a Ravok Storyteller for more details. Also, for new businesses, a Small Business Sheet must be submitted to a Ravok Storyteller for approval)

Walking into the large building, Karc glanced around and sighted a attendent of some kind, he quickly walked over to the attended.

Ok, calm down Karc, this should be easy remember where going for ether a Mercenary or a Falconer. Aero sat on his shoulder almost reading his thoughts, chirped at the last word, and started to preen himself.

As Karc reached the man, the attendent whipped around and took one look of Karc, with a disdainful look, without a word (but with a stare that spoke volumes), he ushered them over towards a desk. Karc sat down, as the attendant hurried off.

At the desk sat a man that looked to be in his sixties, his head seamed to be buried within a book. Karc coughed politely waiting for the man to respond.

The man didn't answer.

Karc, coughed again.

Still nothing.

Karc's eyebrow twitched, at the man. "Sir, are you sure your face is not glued to that?"

The man didn't even glance up. He merely ignored Karc, taking a few moments to read a few more sentences, his eyes flickering back and forth over the pages. He had on a pair of small glasses, making his beady blue eyes look much bigger than they really were, a somewhat amusing effect. The stern look on his face replaced any humor Karc would be able to find in his features, though. He looked like a wrinkled old monster, really. A tired and angry monster.

Very slowly, the man reached for a bookmark laying on his desk, gently and precisely placing the small red ribbon in the pages. Closing the old dusty book with a soft thump, he slowly set it down, and turned his head up to face Karc. All of his movements were painfully slow, as if he was stuck in slow motion.

"What can I help you with?"

Either he hadn't heard Karc's question, or he was ignoring him.

Karc's eyebrow twitched again. Speaking slowly so he didn't lose his temper, and to make sure the man understood.

"Sir, I would like a job. As a Mercenary, and if not as a Falconer."

He massaged his temple trying to control his temper.

1st day of Spring, 511


Till walked into the CEB, and sought out business there for the first time.

He remembered; since birth he had been a registered citizen of Ravok. Till remembered the steep arches and white stone, the solemn stuffy silence. His name had been sent to this place in employment, but by other people, filed under 'consultant' or some other meaningless title. But he had never been here himself, jobless, left adrift. He had perhaps sixty gold mizas.

Not enough. How many seasons would it last? As a child without money, he had suffered. Under Haydn's care he had prospered. He learned a number of things apprenticed, and important among those had been the truth that the jingle of gold could make an unbearable life worth living.

His dwindling fortune was like an hourglass running out.

The CEB was proof enough of the power of money. Stone, afloat on a city in a lake. He could not help but keep note of every little trinket, wonder what they might sell for at the right fence. But Till was terrified at the thought of what the Ebonstryfe would do if they found a thief here. He would be a good citizen today.

What sort of job would he take? The question skittered out of dark, and he grimaced. Something where he could talk, and smile, and meet eyes. If he could do that everything else would fall into place. Hopefully.

He picked one of the clerks at random. There was a woman with a feather quill writing behind a desk. There was no one else waiting.

Till had lost patience with awkward starts. "Good afternoon," he said, eyes scanning over her face, not just at the eyes but at the set of the mouth, the wrinkles in her brow; searching almost automatically for some sign of what she was thinking. "I'm here about a job."

Karc-

"Ah. A mercenary."

If at all possible, the wrinkled monster took on an even more apathetic tone, as well as a bit more of a bored look than before.

"Quite the popular job choice. We can set you up with basic jobs for your first season, and depending on how well you survive in that line of work, we can set you up with more advanced stuff every now and then. Just fill out a bit of basic information here, such as your age, and skill set... and we will contact some people looking for merc work. Just check back in a few days."

The gentleman offered Karc a piece of parchment, and an ink-tipped quill.



Till-

She didn't even blink, or pause in her writing. Taking a deep breath, she seemed to calm her nerves before answering him.

"That would make sense. This IS a place you find a job at, and you certainly don't look like a business owner. What kind of job are you looking for, kind sir?"

The sarcasm was evident. Perhaps her stress was related to the amount of people in the building, as well as the amount of papers stacked on her desk. It was a rather busy day for the CEB. People in Ravok always wanted more money, although it was surprising that this many of them wanted it the honest way.

He kept his smile, partially because it was polite, but mostly because he suspected that it irritated the woman. What sort of job, she asked. What sort of job? What sort of job?

And then he knew.

"Are there any jobs in the gambling business?" He asked. "Card dealers, perhaps. Something that would take you into the floor and meet the players face-to-face."

Karc nodded, grabbing the piece of paper, and writing implements. Quickly writing the items on the piece of paper in tidy script.

The woman nodded patiently with Till, tugging a folder from her desk, flipping through it until she found a blank form. Pushing it across the table at him, she offered him a pen and quill as well, giving him a polite smile.

"Just fill this form out, please. It is just some basic information we need to know, as well as your exact skill set with gambling. Dealing cards, playing dice games, all of the above... and if you are looking for any other specific places or people to work with, let us know that too. We will match you up with whatever we think is best, or whatever you specify. If we have someone who meets your needs. If you are that picky."

Another polite smile, a bit more tight-lipped this time.


Karc-

The man nodded, yawning a bit, taking the piece of paper. "Thank you, sir. Like we said, just check back in a few days, and you may have a request or two. We will keep your file on record, so just come in and state your name, and we will see if you have been hired."

He reached beneath his desk, and grabbed a folder, opening it and pushing the paper that Karc had filled out inside.

"You have a nice day."

Till paused, stared at the form for a long moment. Then he smiled, to himself this time, and began to write out some information.
Some experience with dice games, a dabbling in Hypnotism.

He slid the paper back to her. "Have a great day."
