Do you mean actually building the forum itself, or the organizational skills it takes to keep a community running? Because if it's the former, there are plently of free forum hosts out there. Proboards, for instance. But if it's the latter...I can't help you there, I've never been very good at that sort of stuff.

I would just use a chat room if you're running a single game.
