Apart from his bitterly backward nature, his overwhelming social anxiety, and the fact that personal space was an intensely important issue for him, why did he hesitate? The syllables were formed differently on his tongue than they would have ever been in Symenos, but Veldrys was no doubt accustomed to the accent by now, if not Seo's pleasant voice.
