Built high in the massive branches of Taldera's bloodwood forest, The Spires is a city crafted by the peaceful and scholarly Jamoura. Considered a haven for scholars and sages Mizahar-wide, The Spires is a mecca of philosophy and science that draws people from far and wide with its promise of deeper thinking and higher reasoning.

On the far end of the Petal of the Cat's Claw, nestled behind the gardens of feline plants and herbs, is a small, unassuming shrine. It's not real large, and is made of hard, durable wood. None of the residents know who built it, though many suspect that Navre himself constructed it before the Valterrian, and rebuilt it twice since. The Shrine is not large, just big enough for cats to get in and rest. The area seems to attract felines, and feline Kelvics, of all kinds, who live, play, and rest in the area in harmony with one another. Many unique felines can be found living here, and all around the Petal of the Cat's Claws.

The Shrine has always been around as a sanctuary for felines of all shapes and sizes. It has many unique properties that only cats may experience. The first is that all felines will feel attracted to the Shrine by an extreme overwhelming of one of their senses. This is different for every cat, and may change upon each visitation. It could be that the Shrine looks particularly appealing, or is giving off an aroma of amazing intensity. Cats will also find that many of their habits and functions operate at higher levels and success rates. Sleeping will last less time, yet be more rejuvenating, food will taste better and be more nutritious. Mating has a higher chance of conception, while birthing will result in healthier and larger litters. Nearly all kittens in The Spires are born and raised into adulthood near the Shrine. In all of recorded history, there's never been a known death to occur to a feline here, with the exception of cats coming here to die of natural causes. They always seem to know when it is there time, and when they do, they are given total privacy within the Shrine. Upon death, the body disappears, some say returned to become the next kitten born, others think they become part of the Shrine to power the amazing effects it provides. Kelvic Felines will find that all of these abilities affect them as well.

All grown felines in the city will also feel an urge to share anything they hunt with the Shrine. Since they don't have to eat as much, but still maintain the urge to hunt, they usually give half their kills to the Shrine, which are offered up as sacrifices to Navre. Much like the bodies of the dead, the sacrifices disappear for an unknown reason. No one can ever get a cat to leave the general area of the Shrine, or Petal, against their will, or they will face the wrath of the Shrine's protector Shayalaye. Felines cannot be purchased here, however, some people may find one attached to them, whether they like it or not. On extremely rare occasions, Navre will appear and grant someone a quest, and may reward them with an extra special companion.

Sheyalaye appeared in the Temple of Caiyha during the Miststalker attack during the Summer of 511 AV. It is thought that she was sent by Navre himself in order to stave off the attack, without pushing the species into extinction. She is a Dire version of the Miststalker, and is the sole reason they no longer attack the city. Unless someone has threatened her Petal or any feline, she is a very loving, and slightly attention needing individual. She often attaches herself to a person, and uses them to gain affection, treats, and anything she desires. She never bonds to anyone, leading many to believe she's already bonded to Navre.
