Built into the cliffs overlooking the Suvan Sea, Riverfall resides on the edge of grasslands of Cyphrus where the Bluevein River plunges off the plain and cascades down to the inland sea below. Home of the Akalak, Riverfall is a self-supporting city populated by devoted warriors. [Riverfall Codex]

At the heart of the beautiful Riverfall sits an old stone structure completed and put in use in the fifty-seventh year after the Valterrian. The building was initially utilized as a center for town meetings and coordination among the few Akalak remaining after the cataclysmic event that disrupted and deteriorated what they had always known as their existence. The completion of the stone city center marked a milestone event in the settling and rebuilding of their respected race and was constructed to withstand the trials and tribulations that time had a way of endowing upon both people and places. Still standing in magnificent form, thanks to the hard work and deliberate maintenance the Akalak diligently perform, the area surrounding the structure has been improved and decorated to help show the significant role the building still plays in the Akalak culture.

The current use of the building is not far removed from the original plans since being constructed. Though now it no longer serves as a primary coordination venue for the Akalak, it is where the Council of Elders executes the daily operation of the city of Riverfall along with future strategic planning for the Akalak race. The main atrium is the focal point of the building where, in a round domed chamber, all eleven members of the Council of Elders sit in a semicircle where they may all see each other along with the guests situated at the very center of the room. The current sovereign leader sits with five elders on either side in this setup. Room for visitors, citizens, and other guests fan out behind the Elders.

The rest of the building houses individual offices for each member with the sovereign having his office immediately situated behind the central chamber. Other offices are now used for pages and aides to help monitor and oversee the administrative and front end of the City Council Chambers.

The area surrounding the City Council Chambers has been improved through the decades to reflect the importance the city places in the well being of this building and the uninterrupted business of the Council of Elders. The front of the building, along with many surrounding paths and walkways, have been paved in stone that is peppered with colorful gem dust from the local mines giving the slight effect that the building has an aura surrounding it, constantly changing with the direction of the sun.

The flora is also well manicured and watered dutifully even during season s where rain can become a scarce resource. The Bluevein River flows not far from the City Council Chambers and here on the first tier the water naturally pauses as it catches a large ledge on its three thousand foot drop to the Suvan Sea.

With the Council of Elders giving permission for people to open and operate buisnesses, having full oversight of the Riverfall city budget, being the entire judicial system for the city, and making every decision with the best interest of the Akalak race in mind, the City Council Chambers are, of course, always busy. Many matters can simply be formally taken care of, now, by administrative assistants and passed along to the Council of Elders, citizens of Riverfall physically see the nominated members on a regular basis. The actions and decisions made by the Council of Elders are never far from the eyes of the Akalak citizens. The building itself represents many tremendous things for the Akalak and the pride felt for the physical building runs through the veins of every blue-skinned man who inhabits the scenic city of Riverfall.


Nevar Chivan_____

Position: Head of the Council of Elders
Skills: Leadership 83, Rhetoric 59, Negotiation 53
Other: Nevar Chivan is considered one of the wisest and most competent Akalak in Riverfall. A legendary conversationalist that is willing to hear out any citizen, and a stunning orator when the need presses him, Nevar Chivan has been found to be well suited to his position. Many worried rumors surround him though, for at 355 he still has yet to sire a child.


Sidifi Taktian_____
Race: Akalak
Age: 308
Position: Councilor
Skills: Intelligence 73, Interrogation 48, Writing 36
Other: It is said that Sidifi Taktian knows everything there is to know about Riverfall, and is exceedingly proud of it. He is exceptionally in tune with his city, and often works as a liaison between those with questions and those with answers. Many times one can find him consulting with a citizen (or a contact), writing notes at fever pace in one of his many journals.



Dunali Cenandros_____
Race: Akalak
Age: 264
Position: Councilor
Skills: Weaponry: Lakan 70, Teaching 58, Philosophy 29
Other: The youngest member of the council is Dunali Cenandros. Originally a warrior of note, Dunali retired his Lakan after a near fatal accident with a Kimenth. Now he has turned his interests toward the welfare of Riverfall while pursuing more scholarly skills.


Uratto Janarnys_____
Race: Akalak
Age: 422
Position: Councilor
Skills: Philosophy 83, Teaching 65, Politics 50
Other: In contrast to Dunali, Uratto is the oldest member of the council. His interests lay primarily in the educational, and the theoretical "what ifs" that may plague the city. He has formed a strong friendship with Dunali Cenandros, even mentoring the younger councilor as his interests have shifted. Many other Akalak joke about Uratto being the stereotypical old sage, and the councilor certainly does nothing but encourage the perspective. Indeed, Uratto is a rather content and light hearted individual in his old age, having come to terms with his other half many years ago.


Butros Jovai_____
Race: Akalak
Age: 225
Position: Councilor
Skills: History 84; Archaeology 63; Auristics 58; Writing 28
Other: Butros Jovai is, among other things, the only councilor who studies a form of magic. Given, Butros studies auristics which is one of the less studious and demanding disciplines. Despite being known as a "The Magician Councilor", Butros is first and foremost a historian and archaeologist. In his youth he had spent a great deal of time searching for clues and methods to discover the old city of Valkalah. After his father died and he became an elder, Butros settled down to life in Riverfall and sired a child. Eventually, the Jovai elder became part of the elder council, lending his invaluable skills and wisdom to the board. He is often slow to speak, and usually views the aura of a subject as a method of first impression. Like Sidifi, he keeps several journals (of less detail) where he jots notes on various auras and their developments.


Sinecus Horve_____
Race: Akalak
Age: 372
Position: Councilor
Skills: Cartography 85; Navigation 64; History 45
Other: While of a different generation than Butros, Sinecus also was interested in rediscovering the location of Valkalah. While most of his time in the present has been taken over by running the city of Riverfall, studying old maps and clues from historical texts occupies much of his free time. Quite often he can be found at the academy when not at his home or the council chambers. He is good friends with Butros, as they share a very common interest. Sinecus also maintains close relations with Sidifi, though it is unknown as to whether this is merely a political interest or not. Generally Sinecus is extroverted, more than willing to speak his piece on whatever topic is at hand. He tends to think out loud as well, often muttering to himself when thinking or studying.



Tiber Revnaj_____
Race: Akalak
Age: 402
Position: Councilor
Skills: Anthropology 79; Interrogation 43; Lakan 40; Writing 39
Other: An aficionado of other cultures, Tiber strives (much to his chagrin, often) to bring a sense of the world to Riverfall. Although he has subtly prodded the council for many years to make building connections with other cultures a concern, his agenda has never really been taken up. Despite this, he is still a great boon to the other council members when dealing with foreigners or even day to day tasks. Tiber has been waiting patiently for these years, growing old, and now his patience grows thin in his elderly years. More recently he has increased his pressures, but little progress has been made as the council generally has more pressing concerns.



Lorvet Quiavec_____

Age: 397
Position: Councilor
Skills: Business 83; Accounting 67; History 53; Unarmed Combat 57
Other: An eager student of business, Lorvet Quaivec is in charge of many of the business aspects of Riverfall. He is the primary councilor others will look to when asking for sound business advice, and has planned many of the contracts prospective entrepreneurs now hold. One particular interest of his is Alahean business practices, and one day he wishes to implement them into Riverfall. Unlike several other councilors, Lorvet is adamant about not only maintaining but improving upon the combative skills he learned in his youth.



Genvisv Utovosm_____
Race: Akalak
Age: 349
Position: Councilor
Skills: Negotiaton 87; Interrogation 76; Storytelling 54
Other: Genvisv is by far the most forthright of the councilors. He is blunt, extroverted, and talkative. Many often call him "the Vanthan Akalak" because of his storytelling and people skills (he also speaks Vani). It is said that once a person has sat down with Genvisv, there is nothing he cannot extract from you. His calm sincerity makes it easy for him to make friends, though the fact that he is a councilor often puts people off occasionally. Genvisv's social skills surpass even those of Nevar Chivan's, though he lacks the same touch of leadership.



Wolcirkm Javelis_____
Race: Akalak
Age: 311
Position: Councilor
Skills: Seduction 67; Politics 53; Lakan 45; Dual Wield 40
Other: Fascinated with the practices of Ahnatep at a young age, and determined to see that his city never make the same mistakes, Wolcirkm has since expanded his studies to other political centers. Whether it be the martial states like Syliras, the intricate hierarchies of Ahnatep, or those cities ran by deities such as Alvadas, Wolcirkm makes it a point to know at least something about them. He maintains close ties with Tiber despite the large gap in their ages, often having long and drawn out discussions regarding the various cities of Mizahar. Wolcirkm also landed his position on the council by having an inordinate number of children- simply put many females have been wooed by him
