Garland would not lose sword points if he received negative shield points. The two are separate, but for every positive shield point you get that many sword points. Which is why that it is important that each point and reason is given by the grader.
For instance.
Say a player got
+3 For training
+1 For having your patron involved
+2 for helping the people of the city
-2 for conduct unbecoming of a squire (lascivious remarks about a fellow squire)
You would have 4 total Shield points but 6 Sword points. The good deeds still get you points even if you did naughty deeds to counteract the good.
