Appearance
Tsari does not look quite her age; in a decade or two she might be glad of that. Now, however, the amount of people who see the near-adult and treat her as a child is vexing for her. She has the same youthful complexion of her mother, albeit quite a bit lighter in colour, courtesy of her mother's mixed heritage. Unlike her mother, she is small, only a smidgen over 5" and with ever-decreasing hope of that ever changing. Her hair is a dark brown, and curly, her eyes near black in colour.
The parts of Tsari's appearance that she can change, her clothes and hair, are less used to express herself and more kept simple and out of the way. There's no point wearing a pretty dress if it's going to end up covered in flour before the day's up. Tsari tends to wear a shirt and trousers, coat if it's cool. From her mother's patient styling when she was younger Tsari knows plenty of braids for her hair, but she generally settles for a simple one that restrains the whole lot, knowing escaping strands will be everywhere by the time she goes back home.

Character Concept
Tsari has a strong independent streak and hates to be beholden to anyone or anything. If someone helps her, even out of just the kindness of their heart, she considers it a debt and will go out of her way to fulfil it, while simultaneously being happy to help anyone who asks it of her. She has a quiet manner for the most part, except when talking about her passions - most often cooking. Then, the almost shy reticence is taken over by enthusiastic chatter that could go on for hours if left to it, sentences changing direction as different thoughts take her.
A cheerful woman Tsari most certainly is, even in times of crisis. Although her optimism rarely flags, her humour runs the gauntlet from equally sunny to downright macabre, depending on the situation at hand. Generally, she'd sooner make someone else laugh than succumb to tears herself. She does tend to look on the bright side, and tries to turn bad situations positive as best she can.
When Tsari has her mind set on something, she's nearly always stubborn enough to make it happen, even to the detriment of everything else going on in her life. When she has a project she can become almost fixated on it, paying little attention to anything else going on, and often spending multiple nights awake working on it when she should be doing other things. These fixations wax and wane, too. She might spend two weeks in a library trying to understand complicated mathematics, then the next week tirelessly teaching herself to ride. And then another week recovering from the lack of sleep and food her focus has likely brought. Her only constant passion is cooking - for that there is a certain calmness in making a familiar dish, if not the fierce delight in trying something new.
Tsari has many flaws besides her attention span. She's an impetuous, self-involved young woman, who'll jump on any opportunity before really thinking about the consequences, and especially how they'll affect others. It's only after she's already wandered off with the stranger offering candy that she realises maybe it wasn't the best idea. She believes in taking opportunities and the goodness of other people, often forgetting that there's a limit to the things she can do, and that sometimes people aren't as honest as she. She tries to do the right (or at least sensible) thing, but it's often the case that she only realises what that was hours after cheerily doing the opposite.

Character History
Tsari's life began with her mother's, had hers been different, Tsari would have grown up amidst a different culture and people - her people, Tsari sometimes thought, despite having only her mother's word on what they were like. Arra Nightwhispers of the Ruby Clan, Tsari's mother, had a father who beat her and a bruised mother too meek to complain. She was determined that her own daughter would never meet a similar fate, and so determined that she would never marry.
That plan fell apart the moment she met Rias Rainrunner, from the Topaz clan. The man was a gentle intellectual, with quiet words but fierce passion; Arra fell for him the moment they first spoke, and kept falling every day they spent together from then. Rias, for his part, was equally smitten, and after that for all that knew either of them their marriage was considered inevitable. Rias's parents were pleased that their oldest son had finally found someone, and a webber at that. When Arra confessed to being pregnant with Tsari, Rias matter-of-factly asked when she wanted to move in, and after nearly a month of agonising deliberation she accepted the proposal.
That could have been it, but it was not. Arra panicked the night before the marriage, torn between the danger of trusting someone as a husband, and abandoning her love. In the end, she took the easier way out, called herself brave for 'protecting' her daughter and fled, still heavily pregnant. She rode until she found a caravan, then joined them and travelled with them to Lhavit.
Tsari was born on the way, with the help of a woman who had only ever witnessed the births of cattle, but was the closest thing the group had to a midwife. She arrived in Lhavit with her mother, and has lived there ever since.
